      How reproducible: 100%

      Steps to reproduce

      1. Follow steps to enable the classification banner in the user session [here](https://access.redhat.com/documentation/en-us/red_hat_enterprise_linux/9/html/customizing_the_gnome_desktop_environment/assembly_displaying-the-system-security-classification_customizing-the-gnome-desktop-environment).
      2. After rebooting, enter GDM and select the GNOME Classic session.
      3. Attempt to move one of the icons on the desktop.

      Expected results

      The icon is moved successfully.

      Actual results

      The icon stays in place.

      Additional notes

This happens in both X11 and Wayland sessions.
