What were you trying to do that didn't work?
When the rhel9 guest is associated with it's hypervisor in Stage Candlepin, reported by virt-who, it can get and subscribe the virtual pool derived from the hypervisor by subscription-manager, but always go into the abnormal `Request-sentompliance status` and return code 70.

Steps to reproduce
- Run virt-who to report the host-to-guest mapping to Stage Candlepin, such as the vCenter mode.
- Register the vCenter guest RHEL9.3 to the same Stage account.
- Attach a physical subscription (RH00001 VDC SKU) to the vCenter hypervisor, that associated with the guest RHEL9.3.
- Try to attach the virtual bonus VDC SKU RH00049 for the guest.
Expected results
Return code 0
Actual results
The pool could be attached successfully, but go into the abnormal `Request-sentompliance status` and return code 70.
