Issue when trying to restore VM with QEMU 8.2

      What were you trying to do that didn't work?

      Have an automated test restore VM from file.

      Please provide the package NVR for which bug is seen:

      libvirt-10.0.0-1.el9.x86_64
      qemu-kvm-8.2.0-2.el9.x86_64

      How reproducible:

      100% with automated test, 0% success so far trying it manually or with bash scripts

      Steps to reproduce

      1. The test hotplugs a direct interface, reads interface information on host and in guest. Another test apparently executes a hot plug/unplug of vcpus before the following step.
      2. virsh save
      3. virsh restore

      Expected results

      The VM is restore

      Actual results

      The restore fails with error message

      error: operation failed: domain is not running
      

      Additional info

      1. This does not reproduce when using QEMU 8.1.0-5
      2. The libvirt log (attached) contains the following message after the `migrate-income`call:
        2024-01-19 11:41:51.704+0000: 142784: error : qemuProcessReportLogError:1925 : internal error: QEMU unexpectedly closed the monitor (vm='avocado-vt-vm1'): 2024-01-19T11:41:51.703533Z qemu-kvm: Failed to put registers after init: Invalid argument
