Customer unable to compile internal software using functions defined in `/usr/include/lldpctl.h`.

Please provide the package NVR for which bug is seen:

lldpd-1.0.4-10.el9

1. Try #include lldpctl.h

1. Or, attempt to find Try lldpctl.h on RHEL 9

Expected results

lldpd-devel package would be available in RHEL 9, as lldpd RPM is still present. Furthermore the lldpd-devel RPM is still being built in RH brew or if rpmbuild the RHEL 9 lldpd.src RPM

Actual results

lldpd-devel is not present in RHEL 9 repositories, but is being built

Also would not that lldpd-devel is not listed as a deprecated package in the considering RHEL 9 documentation.
