[RHEL8] dracut: Disabling early microcode, because kernel does not support it. CONFIG_MICROCODE_[AMD|INTEL]!=y

      Would like the fix here https://github.com/dracutdevs/dracut/commit/6c80408c8644a0add1907b0593eb83f90d6247b1 backported to RHEL 8. 

      The problem this fixes is that when trying to compile and test new Linux kernels (specifically, v6.6-rc1 and newer), he gets the error "Disabling early microcode, because kernel does not support it. CONFIG_MICROCODE_[AMD|INTEL]!=y", and microcode doesn’t work. His current workaround is to manually modify Dracut, the cost of which is that it has to be repeated each time Red Hat releases a new Dracut version.

      The fix for this in RHEL 9.4 is being handled in RHEL-17902 but we wanted to see if this could also be backported for RHEL 8.
