[tuned] rpm-ostree kargs run for no-op changes

      What were you trying to do that didn't work?

      rpm-ostree based system with already set kargs (A=B C=D), applying a tuned profile with cmdline containing those kargs, tuned will call rpm-ostree kargs to delete and append the kargs, creating a new deployment with no functional changes.

      Please provide the package NVR for which bug is seen:

      tuned-2.21.0-1.el9_3.noarch

      Expected results

      When delete kargs == append kargs (same content / same order) we can skip calling rpm-ostree

      Actual results

      tuned.plugins.plugin_bootloader: rpm-ostree kargs - appending: '['intel_iommu=on', 'iommu=pt']'; deleting: '['intel_iommu=on', 'iommu=pt']'
