[netkvm] correct filtering point for incoming packets

      Netkvm driver filters incoming packets (according to current filtering rules) immediately before indicating them to the OS. Such a way, several manipulations with the packet, including hash calculation and (possible) triggering of RSS queue, are executed even if the packet is going to be filtered out later. It would be more correct to drop the packets as early as possible. Note: currently with vhost the device does not have any configurable filter.
