      Goal

      C/C++ rpm use `-march=x86-64-v2` by default in RHEL 9+, make go rpms use `GOAMD64=v2` to maybe gain a bit of perf / size

      Acceptance Criteria

      go version -m <bin> | grep GOAMD64
