Description

As the RHEL Python maintainer, I don't want to maintain python-toml in RHEL 10 because it is dead upstream. RHEL packages should use tomllib from the Python standard library to read/parse TOML, or python-tomli-w package to write/generate TOML.

Acceptance Criteria:
The python-toml component must be completely retired from RHEL 10 before GA. Ideally, no dependent components exist in RHEL 10 beta.
