Goal

• Due to different features appearing in the more recent Windows OSes, we are compiling the INF file from the template parts with those different network setting.  As currently Windows 10 becomes the lowest supported Windows version, there no longer a need to exclude RSS and RSC features from a build.
• netkvm-base.txt and netkvm-add-rsc.txt, netkvm-add-rss.txt should be unified.
•  netkvm-add-uso.txt - let's discuss the lowest Windows 10 supported versio
