      Given a system administrator stopping the openvswitch daemon and applying an OVS state configuration on a system,

      When they run the test sequence that includes applying OVS configurations with nmstatectl,

      Then NMState should accurately reflect the status of the openvswitch daemon, reporting a failure in applying the configuration if the daemon is stopped.

      Definition of Done:

      • The implementation meets the acceptance criteria
      • Unit test and integration test are written and pass
      • The code is part of a build attached to an errata

      What were you trying to do that didn't work?

      Sometimes nmstate reports applied successfully though openvswitch daemon is stopped.

      How reproducible:

      Nearly 100% in auto scheduled test job, but so far hard to reproduce when manually run the test script.

      Steps to reproduce

      (Seems it needs to be run in a very sequence)

      1. stop openvswitch daemon
      2. apply a ovs state like in the below logs
      3.
