IPAM errors seen while moving from cni to netavark in containers.conf

      What were you trying to do that didn't work?

      • While migrating from CNI to NETAVARK with prior IPAM being configured , we run into errors of : 
        "IPAM error: failed to get network bucket for network podman"

        Please provide the package NVR for which bug is seen:

      • PODMAN
      • RHEL 8.8
      • IPAM
      • NETAVARK

      How reproducible:

      Steps to reproduce

      1.  Configure IPAM
      2. Change the network_backend from cni to netavark
      3. podman network reload --all
      4. podman system reset

      Expected results

      • The system should not display IPAM errors while podman network reload OR  podman system reset

        Actual results

      • The system displays IPAM errors while  podman network reload OR podman system reset
