Most of (or all) virtio devices apper in "Safely remove hardware" list, allowing the user to trigger ejection of the device after that the device predictably disappears and does not function anymore.

When these devices are hot-pluggable and hot-unpluggable, the idea (IMO) is to attach/detach them using management layer and not by user click which might be unintentional.

For some drivers the change is simple (netkvm and all of WDF drivers), for some of them (for example storage ones) needs dev feedback, but in general the suggestion is to make a change that will provent showing these devices in the "ejection list" and will not affect the hotplug/unplug functionality and HCK.
