What were you trying to do that didn't work?
The libcap package available in RHEL-8.9.0 (libcap-2.48-5.el8) has a lower NVR when compared with the available backage in RHEL-8.8.z (libcap-2.48-5.el8_8).
This means that in an upgrade scenario from RHEL-8.8 to RHEL-8.9, the update would fail as it is interpreted as an older package.
The NVR of the package in RHEL-8.9.0 should be bumped to avoid this case
