      Description of problem:
      Command "bluetoothctl" hangs when bluetooth service not running.

      Version-Release number of selected component (if applicable):
      bluez-5.56-8.el9.x86_64

      How reproducible:
      100%

      Steps to Reproduce:
      1. systemctl stop bluetooth
      2. bluetoothctl list

      Actual results:
      Command hangs.

      Expected results:
      Command reports error on service not running and exits, or tries to start the service.

      Additional info:
      Probably an upstream bug.
      Same with "bluetoothctl devices", "bluetothctl show" etc.
      Same on RHEL-8.7, should I clone the bug for RHEL8 ?
