Goal

We need a new pc-q35-rhel9.4.0 machine type to be able to enable machine-type related fixes and new features by default on x86.

Acceptance Criteria

Check that "pc-q35-rhel9.4.0" is available in the output of "/usr/libexec/qemu-kvm -M help" and that it can be used successfully as a machine type to run a guest.
