      Goal: 

      • If a fencing device monitor fails, Pacemaker will try to recover the fencing resource. This makes the monitor unusable for reporting problems with the actual fence device. Pacemaker should support fence agents reporting degraded results (similar to OCF) so these would be displayed in status but not cause recovery.
