libnl 3.8.0 was released upstream in August 29 2023

It's also in Fedora since then.

From (lack of) feedback, it also seems to work fine.

We should rebase the package, to give RHEL users access to the latest fixes. There were many bugfixes between 3.7.0 and 3.8.0. Clearly, none of thos was important enough, to be reported against RHEL. So the severity is not high. But, still, RHEL users should benefit from the efforts and improvements.
