      TLS access using TLSDESC may fail after dlclose of an object that has TLS data, but it was not ever used before dlclose.

      Upstream patch submission: [PATCH] elf: Fix TLS modid reuse generation assignment

      The fix for RHEL-2123 probably makes hitting this condition much more likely, so we need to fix this issue as well.
