Spice (server) was deprecated in RHEL8.3 and completely removed in RHEL9.

For customers upgrading the RHEL KVM hosts from RHEL8 to RHEL9, they should first switch all existing VMs from SPICE to VNC before the upgrade, as preparation steps.

Currently, there is no way to do this from the UI (cockpit-machines). For users that prefer the UI and/or not proficient in manual XML editing this will be a difficult and time consuming task.

Please implement a way for the user to configure the graphics of the VM in the UI, so the user is able to switch from SPICE to VNC.

If this is not done, the VMs will fail to start once the upgrade to RHEL9 finishes, potentially keeping the VMs down for a long time until manual XML edits are done. See https://access.redhat.com/solutions/6955095

Similar request exists upstream, here: https://github.com/cockpit-project/cockpit-machines/issues/553

Note this is needed in RHEL8, not just RHEL9, as it should ideally be done before upgrading the system to RHEL9.
