      A new cluster property, node-pending-timeout, is available. Fence
      nodes that do not join the controller process group within this much
      time after joining the cluster, to allow the cluster to continue

      pending nodes.

      ClusterLabs is expected to release Pacemaker 2.1.7 in time for RHEL 8.10, with fixes for multiple issues, so we would like to rebase on that.
