when reading systemd-stub .sbat section, the output is:

Bugzilla URL is nowadays invalid, since we just switched to jira. Update it to `https://issues.redhat.com`.

Update: all other UKI components (shim, fwupd, grub) have `mailto:secalert@redhat.com` instead of bugzilla/Jira links.

The rationale here is that a customer will not use bugzilla/Jira when they have issues, but will contact customer support or secalert in case of security issues. Therefore it is better to switch to secalert@redhat.com.
