The TLS cert for VNC console of the libvirt managed qemu domains are
configured via the qemu.conf file of libvirt with:
vnc_tls = 1
vnc_tls_x509_cert_dir = "/etc/pki/libvirt-vnc"
We need a way to rotate such TLS cert for running domains without the need to
restart the domains.
