Description of problem:
SELinux prevents the insights-client service from executing the /usr/bin/gpg command. 

We see Insights related SELinux denials on several RHEL 8.8 hosts running latest version of selinux-policy and selinux-policy-targeted (3.14.3-121.el8.noarch). They fail on gpg, e.g.:
