RHEL for Edge support in system roles

      Feature, enhancement (describe the feature or enhancement from the user’s point of view): RHEL System Roles can manage RHEL for Edge (rpm-ostree) systems.
      Reason (why has the feature or enhancement been implemented): In such systems, files in {{/usr}} are read-only, and there are some other differences in how files and directories are handled. The system roles were changed in order to allow them to manage packages (basically, check for presence only), and perform other tasks which are different on such systems. The README file in each role was extended with information about using the role to manage an ostree system, including how to get a list of packages required to build ostree images with various image builders in order to use the role to manage the ostree system.
      Result (what is the current user experience): Users can manage RHEL for Edge (rpm-ostree) systems with system roles, and have information about what packages to use to build ostree images that can be managed by the roles they want to use.

      All system roles should be able to manage rpm-ostree (RHEL for Edge) systems. Roles should publish the list of packages necessary to be built into the rpm-ostree image so that the role works with the given parameters. Roles should ensure that the pkg_mgr fact is correct for rpm-ostree systems. Roles should ensure that the 'package' module works correctly with rpm-ostree systems.
