What were you trying to do that didn't work?

Partner discovered that `dracut-install` building an image will fail on external modules 

Please provide the package NVR for which bug is seen:

Tested with version in RHEL-9.2 and CentOS Stream-9 (2023-10-31)

How reproducible: 100%

Fix is to backport https://github.com/dracutdevs/dracut/commit/2f791b401b287f67f2421452b5f82cdb5285a637 to the current version. I have made a test version at 

https://copr.fedorainfracloud.org/coprs/smooge/dracut-el9/package/dracut/ and partner was able to test and verify it fixed their problem.
