postgresql - missing .bash_profile in tmpfiles.d configuration

      .bash_profile is not persisted in image mode after RPM installation. It needs to be configured in tmpfiles.d It causes a missing file in the imagemode environment.

      Steps to do:

      1. clone this issue for all supported PostgreSQL streams in RHEL9/RHEL10
        1. RHEL9 - 13, 15, 16, 18
        2. RHEL10 - 16, 18(aready done)
      2. commit this change to all supported streams https://gitlab.com/redhat/centos-stream/rpms/postgresql18/-/commit/01cee7095ccc64e8f0e0ae586d09de11065318d7
      3. utilise build and check if upgrade tests are passing and mainly /Regression/bz1009365-incorrect-PGDATA-path-in-bash_profile/system test
      4. We will target rhel-9.9 and rhel-10.3
