xfsprogs: update to upstream version v6.3 for RHEL9.4

      Considering that we are currently updating the XFS kernel code, it would be advisable to update xfsprogs as part of the process.

      Presently, we are applying 15 patches on top of v5.19, which poses challenges in terms of maintenance.

      To address this, the question arises: which version should we rebase to? Should we align our rebase with the XFS kernel update to v6.3?
