When doing upgrades and/conversions with distros other than RHEL, it might be desirable to use local/different mirrors of the distro repositories (baseos, appstream, rt, ....). When such repositories are defined in /etc/leapp/files/leapp_upgrade_repositories.repo , leapp correctly considers them and passes them to dnf invocations, however since there is no way to tell leapp not to use the "built-in" distro repositories, it is then up to dnf to decide which repositories it will use and from my testing it seems to prefer the built-in ones.
Note that his only applies to the case where the system repositories should be "shadowed" by the custom repositories, upgrades with custom repositories that are an addition to the system repositories are not affected.
This is in a sense applicable to RHUI where there is no way to tell leapp not to use the RHUI repos as corectly observed in https://issues.redhat.com/browse/RHEL-150959. Though there probably isn't any use case for that.
Acceptance criteria
- There is a way to tell leapp to not use or exclude the "built-in" distro repositories during the upgrade and they are not used.
