multipathd doesn't print checker messages for some offline path states

      If a scsi path device has a sysfs state that is not "offline", "blocked", "quiesce", or "running", mutipathd will not run the checker because the device is not usable, but it is not marking the device as offline in this case. This keeps it from printing any checker message for the device.
