Minimize the amount of data that is fetched from the kernel to fill the cache.

Some examples:

• "nft list sets table inet foobar" will fetch sets for all tables
• "nft --terse list sets ..." will fetch the whole set plus elements when really it only needs to fetch the sets name and options.
