What were you trying to do that didn't work?
Running the Stop-treating-SERVFAIL-as-a-successful-response test. On RHEL9 and on Fedora, dnsmasq uses both servers specified in the config file that the test creates. In RHEL10, dnsmasq appears to only use server from that config, which can be checked in the logs via systemctl status after the test.

Steps to reproduce
Run the Stop-treating-SERVFAIL-as-a-successful-response via 1minutetip or testing-farm. Play with the server order in the dnsmasq config written in runtest.sh and observe the dnsmasq logs as to which servers are actually used.
