As a customer,
I want to be able to upgrade to the latest RHEL 9 and 10 minor version.

Acceptance criteria:

• https://github.com/oamg/leapp-repository/blob/main/repos/system_upgrade/common/files/upgrade_paths.json is updated to add:
  • 8.10 -> 9.9 to the rhel default
  • 9.9 -> 10.3 to the rhel default
  • Update 9.8 and 10.2 to 9.9 and 10.3 to the centos _virtual_versions
• CI tests are updated to reflect the changes (.packit.yaml)
