We have flatpak-1.10.x in RHEL 8, which is known to have several problems running current versions of Steam:
      https://github.com/flatpak/flatpak/issues/3797

One very specific example of a problem is that a Flatpak:ed Steam application can't run games with Proton >= 5.13:
      https://github.com/flathub/com.valvesoftware.Steam/issues/642
      https://github.com/ValveSoftware/steam-runtime/issues/294

These problems are fixed in the flatpak-1.12.x stable releases, which we have been shipping in RHEL >= 9.0 and Fedora >= 35.

For a while, flatpak-1.10.x also didn't work with newer versions of Telegram, because it required at least the unstable flatpak-1.11.1, which later led to flatpak-1.12.x:
      https://github.com/flathub/org.telegram.desktop/commit/705778b49183b2033b22de16a29aa283dcb2c38c

Fortunately, that requirement was later removed:
