fido2-tools package is missing in RHEL

What were you trying to do that didn't work?

fido2-tools is missing in Appstream/BaseOS/CRB repositories for RHEL9.

Please provide the package NVR for which bug is seen:

How reproducible: Always

Steps to reproduce

1.  Setup AppStream/BaseOS/CRB repo on RHEL9.4 system
2. dnf install fido2-tool

Expected results

fido2-tools package is present in Fedora-39 system i.e fido2-tools-1.13.0-3.fc39.x86_64.

The above package contains various commands  which helps the user to configure fido2-hardware.

/usr/bin/fido2-assert
/usr/bin/fido2-cred
/usr/bin/fido2-token

Actual results

1. Error: Unable to find a match: fido2-tools
2. Currently we only have libfido2-devel package in CRB repository
