Goal
- As a user of Fedora Rawhide, I would like to be able to install the GEOPM Service v3.1.0 packages from the main repository.
- The GEOPM documentation is posted here:

<https://github.com/geopm/geopm/releases/tag/v3.1.0> - The GEOPM Service package has been upstreamed into the OpenSUSE hardware repo:

<https://build.opensuse.org/source/hardware/geopm-service/geopm-service.spec> - We are able to use the same spec file to build for CentOS 9 stream within the OBS environment:
