We need to update the tomcat9 version on RHEL 10 to version 9.0.110 to enable PQC features

Note: in order to enable FFM we need to build tomcat with Java 25 and it becomes the minimum java version for the runtime dependency as well (if you want PQC features). In addition to the rebase, we will be updating the BuildRequires in the specfile accordingly to require java-25. Runtime requirements won't change, but if you want PQC features you must use Java 25.
