[machines] Make "Unplug" gray for network interface in Puasuing status

Please provide the package NVR for which bug is seen:

cockpit-machines-298-2.el9_3.noarch

How reproducible:

100%

Steps to reproduce

1. Prepare a running vm like cirros
2. Pause the vm
3. Click Unplug of Network interface , it doesn't take effect

Expected results

There should be a hint saying "Changes will take effect after shutting down the VM"  in step4

Actual results

You can click unplug, but it doesn't take effect.
