Goal

• Support migration of bock dirty bitmaps even when the qcow2 image is non shared but the 'data_file' backing it is shared and thus migration with non-shared storage is not used

CNV wants to be able to migrate VMs which have qcow2 overlays using the 'data_file' feature and are backed by shared storage while the qcow2 image doesn't reside on shared storage. To facilitate this libvirt needs to instruct qemu to migrate the incremental backup bitmaps even when non-shared storate migration is not enabled.

A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.
