procps-ng: upstream to copr auto pipeline

      Development of procps-ng has turned rapid. Many commits already fix RHEL's procps issues. Large portion of the codebase has been massively rewritten that it is hard to track the fixed issues and it's time-demanding to create a new build for each of them. This automation should provide a copr build of the current HEAD of upstream, so it can be immediately testable and verified for fixing a specific issue in Fedora/RHEL environment.  

      Unfortunately, Gitlab, where procps-ng upstream is hosted, only allows pull mirroring behind a paywall. A new approach is required.
