Seeing device discovery failure while installing RHEL 9.6 using iSCSI.
Issue is seen with Broadcom/Mellanox card as well.

      Reproducible: Always

      Steps to Reproduce:
      1. Install the iSCSI software and set the hard disk drive as the iSCSI Boot device on Windows 2022 -(Target Machine)
      2. Apply the same target ID and IP details to configure the iSCSI-enabled interface and add the iSCSI device on the HPE ARM Server (Initiator Machine)
      3. Connect the RHEL ISO image to the HPE machine (tested with RHEL-9.2 ,9.6 ,10 ARM images)
      4. Restart the machine
      5. While booting, check that the iSCSI manager displays the device as connected
      6. Continue to boot into the Linux operating system installation
      Actual Results:
Discovery login rejected while installing RHEL over iSCSI

      Expected Results:
Installation of RHEL OS via iSCSI
