What were you trying to do that didn't work?
When navigating or refreshing cockpit web console pages, the system will sometimes experience high cpu load and the cockpit page takes a long time to load. 'top' shows the `cockpit-tls` thread spinning at 100%.
What is the impact of this issue to you?
CPU spike can affect mission-critical workloads on the system

How reproducible is this bug?:
The problem sometimes occurs when simply navigating the pages, but the problem is harder to reproduce this way.
Steps to reproduce
- open the Overview page in Cockpit and refresh the page a few times
- after about 5 refreshes, cockpit-tls cpu load will spike and the page fails to load
- In the browser F12 developer console, you can see that this page consistently reports several 404 errors
Expected results
Normal navigation of cockpit pages. no CPU load spiking and no page fail after refreshes
Actual results
CPU usage increased after some page refreshes. `cockpit-tls` thread spinning at 100%.
