The `bz2091512-unexpected-messages-and-LogLevel` test fails on RHEL 9.8 Beta with false-positive "Socket error: disconnected" errors. This is caused by OpenSSH 9.9's `PerSourcePenalty` feature, not by any libssh or curl issue.
