What were you trying to do that didn't work?

We are running our downstream selftest. The self test is trying to rebuild OpenSSL with rpmbuild from the source rpm. The rebuild fails because upstream test `04-test_bio_dgram.t` fails. 

What is the impact of this issue to you?

Steps to reproduce

1. Download RHEL OpenSSL source rpm 
2. $ rpm -ivh openssl*.src.rpm
3. $ yum-builddep --nobest -y /root/rpmbuild/SPECS/openssl*.spec
4. $ unset TEST
5. $ HARNESS_VERBOSE=1 rpmbuild -ba /root/rpmbuild/SPECS/openssl*.spec

Expected results

Build with rpmbuild to succeed

Build fails
