What is the impact of this issue to you?

For several node, plenty of pods are stuck in terminating state, during this phase, I'm unable to spawn a debug pod and launch a toolbox. 

Please provide the package NVR for which the bug is seen:

OpenShift 4.18.27, runc-1.1.2, not tested on 1.2.9 since recent rebases but given the issue mentions a specific PR that only made it into 1.3.1 it's also assumed to be affected.

Highly, happens several times per day
