Cannot install some packages with the DNF plugin python3-dnf-plugin-multisig enabled

      While trying to update `gnupg2`, the transaction failed with "Error: GPG check FAILED".

      Disabling the plugin with `--disableplugin=multisig` works.

      It also works by importing the keys manually with: `/usr/lib/pqrpm/bin/rpmkeys --import /etc/pki/rpm-gpg/RPM-GPG-KEY-PQC-redhat-release`

      What is the impact of this issue to you?

      Cannot update the system.

      1. On a RHEL 9.7, install python3-dnf-plugin-multisig
      2. Update to the latest gnupg2
      3. Observe the GPG error

      Can install the desired updates.
