New wireless-regdb v2023 causes NetworkManager-ci wifi p2p tests fail

      What were you trying to do that didn't work?

      Peer-to-peer tests started to fail on centos 9 stream with 2023 regdb. Namely: simwifi_p2p_connect and simwifi_p2p_client_connect test (reports attached, _fail suffix is with v2023 regdb).

      Please provide the package NVR for which bug is seen:

      wireless-regdb-2023.09.01-1.el9.noarch

      always

      Steps to reproduce

      1. ensure regdb version installed
      2. run the tests

      Expected results

      tests should pass

      Actual results

      tests fail, with regdb downgraded to 2020 everything is fine.
