The downgrade part of /tools/glibc/Regression/bz2119304-glibc-Upgrading-to-glibc-2-28-209-el8-x86_64-causes-segfaults-during-concurrent-process-launch fails on RHEL 9.7.z (only) because the baseline glibc from RHEL 9.6.z does not provide the GLIBC_2.35 symbol version set required by system libgcc in RHEL 9.7.z.
This isn't the test objective, so it's not a real failure, but it does prevents the actual test from running.
