RHEL 9.7 manifests should be generated with the PQC key included in the repository configurations. The rpm stage for the build pipeline should enable rpmkeys.ignore_import_failures and include the pqrpm package. The rpm stage for the any other pipeline should set rpmkeys.bin_path = "/usr/lib/pqrpm/bin/rpmkeys".
