Switching a dm-cache target to the passthrough mode requires all cached blocks to be clean. The current implementation checks the cache mappings while in table create, assuming the table reload happens after suspending the cache device. We should do the dirty block checking in the resume phase, to support table preload operations. (i.e., load the new table before suspending the old one)
